A cross-layer-based rate control method for distributed video coding

Abstract

The conventional rate control method does not take channel loss into consideration. Thus, quality of service (QoS) cannot be guaranteed if packet loss occurs. To guarantee QoS in wireless communication environments that include channel loss, the PLR(packet loss ratio) must be taken into consideration. In this paper, we propose a new rate control algorithm that takes the PLR into consideration by using a cross-layer approach. The proposed method modifies the quantization parameter in accordance with the PLR. After the encoder determines available rates by obtaining the PLR, it decides the quantization parameter for encoding video to available rates and transmits this information to the decoder. This means that a smaller amount of data is sent at a higher puncturing rate. Therefore, the probability of successful decoding is increased when packet loss occurs.
