Multilateral security cooperation in the EU and the OSCE: Implications for Northeast Asia

Abstract

This article consists of mainly four parts to answer the question, "What would be a working model for a security regime in Northeast Asia?" The first part will present a typology of security regimes as a theoretical guideline. The second part will characterize the EU and the OSCE as security regimes according to the typology. The third part will examine the emerging patterns of multilateral security cooperation in Northeast Asia. The fourth part will unfold a security regime model that might be suitable for Northeast Asia as a conclusion. The finding of this article is that the Northeast Asia is entering a crossroads at this moment. Facing a new challenge and opportunity toward peace and prosperity, Northeast Asia needs to be reminded of the spiritof the Helsinki process, "Security is achieved not by building fences, but by opening gates.".
